For example such as .uk, .jp, or .de. Unlike generic extensions like .com. Each one is delegated to a local “Manager” under IANA oversight, follows the ISO 3166-1 country-code list, and can, in rare cases, be retired when that country’s status changes.

This guide skips the usual “should you use one” pitch and goes straight into the mechanics. Who actually runs a ccTLD? Why some countries restrict registration? Why the UK uses .co.uk instead of registering directly under .uk? Not the newer contractual system ICANN uses for generic extensions.

RFC 1591 (1994) assigns each ccTLD to a “Manager,” usually a local registry, ministry, or nonprofit. A manager who administers it on behalf of that country’s internet community rather than owning it outright

IANA can reassign a delegation if a Manager stops serving that community responsibly. Though in practice this happens rarely and moves slowly

gTLDs like .com or .app instead run on formal ICANN Registry Agreements. Renewed and enforced through structured contracts, a mechanism most ccTLDs sit outside of by design

That looser structure is exactly why registration rules, pricing, and dispute policy vary so much from one ccTLD domain to the next; each Manager effectively writes its own playbook

Who Actually Runs a Country’s Registry

Running a ccTLD domain falls under one of three models: a government department, an independent nonprofit registry, or a commercial operator authorized to market the extension globally.

Model

Examples

What It Means for Registrants

Government-run

.jp (JPRS), most smaller nations

Policy can shift with political priorities

Independent registry

.uk (Nominet), .de (DENIC), .fr (AFNIC), .ca (CIRA)

Stable, community-governed rules and transparent pricing

Commercially marketed

.io, .tv (Tuvalu), .ai (Anguilla), .co (Colombia)

Extension gets promoted worldwide regardless of local relevance

That commercial appeal has little to do with governance and everything to do with why .io took off with startups, a branding story that’s really a separate topic from how the registry itself operates. The same applies to .ai domain registration, where Anguilla’s government-run registry now processes far more foreign signups than domestic ones.

Restricted vs Open ccTLD Registration

You can register a ccTLD domain at all. Depends on whether that country runs an open policy or a restricted one tied to local presence.

Open registration: no residency or business requirement. Available worldwide in practice (.io, .co, .tv, .me, .ai)

Local-presence required: the registrant needs a local address, contact, or registered entity (Canada’s .ca is a well-known example)

Nexus categories: some registries sort applicants into tiers, such as citizen, local business, or trademark holder. Each with different proof requirements

Policy shifts over time: AFNIC opened .fr registration to applicants outside the EU back in 2011. A reminder that “restricted” status isn’t permanent

Registration rules probably won’t match what a blog post said two or three years ago. Checking the registry’s current policy directly is still the safer move before assuming anything.

Why Some Countries Use a Second-Level Structure Like .co.uk

Some ccTLD domains don’t let you register directly at the second level. They route you through a category first. Which is why the UK uses .co.uk instead of business.uk.

Country

Direct Second-Level Registration

Categorized Structure

United Kingdom

Limited, mostly legacy

.co.uk (business), .org.uk (nonprofit), .ac.uk (academic), .gov.uk (government)

Australia

Limited

.com.au, .net.au, .org.au, .edu.au

Germany

Yes

No mandatory category

Japan

Yes, plus optional categories

.jp direct, or .co.jp, .ne.jp, .ac.jp

This structure mostly reflects decisions made decades ago, before gTLD naming conventions were standardized. And each Manager was free to build its own taxonomy from scratch.

What Happens When a ccTLD Domain Gets Retired, the .io Example

A ccTLD domain can be retired when the ISO 3166-1 code behind it is withdrawn, and the ongoing .io situation shows exactly how that plays out in practice.

In May 2025. The UK and Mauritius signed a treaty transferring sovereignty of the Chagos Archipelago. Officially the British Indian Ocean Territory, to Mauritius. Since .io is tied to the “IO” country code. Questions immediately followed about whether the extension itself is now at risk. Nothing official yet. Just speculation dressed up as news in parts of the domain industry.

Precedent 1: .su (Soviet Union) has technically outlived the country it represented since 1991 and is still active today, proof that retirement isn’t automatic

Precedent 2: .yu (Yugoslavia) phased out gradually over roughly a decade after the country dissolved, eventually splitting into successor ccTLDs

If “IO” is formally removed from the ISO list, retirement process for ccTLDs that IANA follows typically spans years rather than months, giving registrants time to migrate

For now, .io domains continue to register and renew normally, and nothing has changed operationally as of this writing

ccTLD vs gTLD, What Actually Separates Them

The core difference between a ccTLD domain and a gTLD isn’t SEO, it’s governance: one is tied to a country’s delegated authority, the other runs under a global ICANN contract.

Aspect

ccTLD

gTLD

Governed by

RFC 1591 plus a local Manager

ICANN Registry Agreement

Eligibility

Varies by country policy

Generally open to anyone

Retirement risk

Tied to ISO 3166-1 status

Effectively permanent once contracted

Naming structure

Often uses SLD categories

Direct second-level only

If the real question is whether the extension itself affects your rankings, that’s a separate question answered in how TLD extensions affect search rankings. Search engines do treat some ccTLDs as a geographic signal, but the strength of that signal depends heavily on the specific market and the extension in question, which is really its own topic worth reading separately.

Can anyone register any ccTLD domain they want?

Depends entirely on the registry running it. Open ones like .io or .co ask for nothing more than a payment method. While others require proof of local residency, a registered business, or a trademark before approving the registration.

What happens to my website if my ccTLD domain gets retired?

Nothing happens overnight. IANA’s retirement process historically runs for years, giving site owners time to migrate to another extension, and precedents like .su show a code can even outlive the country it once represented.

Why do .io and .ai behave like generic extensions despite technically being ccTLDs?

Marketing beat geography here. Both extensions happened to resemble tech terms (“input/output” and “artificial intelligence”), and global demand from startups eventually outpaced any local use tied to their actual territories.

How do I find out who actually manages a specific ccTLD?

Start with IANA’s root zone database. Which lists the current Manager, sponsoring organization, and delegation record for every ccTLD in the root zone.

Is .eu considered a ccTLD even though the EU isn’t a country?

Technically yes, with an asterisk.
